Avalanche announced on September 14, 2026 a planned integration with the United Arab Emirates’ UAE PASS Digital Vault through Deca4, a move that would bring Avalanche infrastructure into a national digital identity platform serving more than 12 million people.
According to Avalanche’s announcement, the Telecommunications and Digital Government Regulatory Authority (TDRA) is working with Deca4 to integrate Avalanche technology as the infrastructure layer supporting UAE PASS Digital Vault. The vault allows users to store, access, and share verified digital documents linked to their identity.

How UAE PASS Digital Vault Currently Works
UAE PASS launched at GITEX in 2018 as a joint TDRA initiative and has since grown into the UAE’s national digital identity platform, letting citizens, residents, and visitors access government and private-sector services through a single digital identity.
The platform provides digital authentication, electronic signatures, and digital document storage, and its Digital Vault feature allows users to request official documents, store them digitally, and share them with service providers without physical copies.
The UAE government says UAE PASS has more than 11 million registered users, over 15,000 services, 363 service providers, and more than 1,000 digital channels, a scale of adoption worth understanding alongside the underlying technology behind Avalanche’s AVAX token that would sit behind the integration.

Importantly, existing UAE digital document infrastructure has historically used blockchain in a narrower way than a national identity system running natively on a public chain: TDRA describes the Digital Vault’s blockchain layer as confirming that a document hasn’t been tampered with, rather than storing personal identity data or documents directly on-chain.
Who Deca4 Is
Deca4 is a Dubai-headquartered blockchain, AI, and government-digitization advisory firm led by founder and CEO Mohamed Mahfoudh, with prior work including land-registry tokenization and digital-asset wills projects in the UAE.
That track record makes it a credible systems integrator for government contracts, though it does not by itself confirm the specific technical claims in Avalanche’s announcement.
Avalanche’s framing positions the integration as blockchain infrastructure operating behind a government identity service rather than a consumer-facing product, a different use case from users directly holding a wallet or token.

Why This Fits a Broader Avalanche Institutional Push
The UAE claim arrives alongside real, separately confirmed institutional wins for Avalanche this year. Japan’s Progmat migrated $2.7 billion in security tokens onto an Avalanche layer-1 blockchain on July 14, 2026, and Hanwha Investment & Securities has built tokenized-securities settlement infrastructure on the network, a network built under the direction of co-founder Emin Gün Sirer.
That pattern makes the UAE PASS claim plausible even without independent confirmation, since Avalanche has demonstrated it can land genuine institutional deployments elsewhere. It does not, however, make this specific claim verified, and a national identity system carries privacy, compliance, and governance requirements far beyond a securities settlement layer.
What Still Needs to Be Confirmed
The next steps will depend on TDRA or Deca4 publishing their own technical confirmation, since Avalanche’s X post remains the only public source describing the integration in detail. Launch timing, system architecture, validator structure, and whether the deployment is already live all remain undisclosed.
