Circle Internet Group (CRCL), issuer of the USDC stablecoin, and South Korean technology conglomerate Kakao Group signed a memorandum of understanding to explore blockchain-based payment infrastructure and digital asset technology in Korea.

The two companies said they will assess how USDC and Circle’s global payment rails could work across payments, settlement, and digital asset connectivity, according to Circle’s announcement on X. The agreement marks Kakao’s most concrete step yet into blockchain-based finance.

Kakao Group disclosed the MOU in a statement, which ChosunBiz reported, showing that the two parties will examine how to connect Kakao’s platform and financial services ecosystem with Circle’s payment and blockchain infrastructure. Circle brings the established USDC network and its cross-border settlement rails to the table. Kakao brings a Korean user base spanning messaging, payments, and commerce.

Kakao Pay, the group’s mobile payment arm, has already taken its first steps toward what the report described as a Korean-style digital asset ecosystem, built in collaboration with a global infrastructure provider. Neither company has disclosed a timeline for moving from MOU to a signed commercial agreement, and no financial terms were included in the announcement.

South Korea has moved toward clearer digital asset rules in 2026, and this MOU signals one of the country’s largest tech and fintech groups positioning for that shift rather than waiting on the sidelines.
